A system turnover package (also called a system completion dossier, TOP, or mechanical completion package) is the documented evidence dossier that transfers a completed system from the construction contractor to the commissioning team, and ultimately from the EPC contractor to the owner-operator. The package contains as-built drawings, equipment datasheets, MTRs, ITRs, hydrotest packs, calibration records, loop check records, vendor O&M manuals, punch list closeout, HAZOP and SIL action closeouts, and statutory certificates for the boundaries of one system. It is the gating dossier for mechanical completion certificate and ready-for-start-up declarations.

Minimum content per CFIHOS handover practice: system boundary P&IDs at AS-Built revision, equipment list and tag-wise datasheets, MTRs and welder qualifications, ITRs per discipline, hydrotest certificates, NDE reports, calibration certificates, loop check records, functional test records, pre-commissioning records, punch list with Category A closeout confirmed, outstanding NCR list, HAZOP and SIL action closeout references, vendor O&M manuals, spare parts list, hazardous area certificates, and statutory certificates (PESO, IBR, boiler, lift, where applicable). Mechanical completion (MC) is the milestone where construction of the system is complete, all installation is per the AS-Built drawings, all Category A punch items are closed, and statutory certificates are in place. The system is ready to be energised and pressure-tested for commissioning. Ready-for-start-up (RFSU) is the next milestone where commissioning is complete, all Category B punch items are closed, all functional tests are passed, operating procedures are in place, and the operator's personnel are trained. RFSU triggers the introduction of hydrocarbons or process fluid. Both milestones are gated by the system turnover package.

CFIHOS (Capital Facilities Information Hand Over Specification) defines the structured data set the operator receives at handover for every tag: process data, mechanical data, materials, electrical data, instrumentation data, ITR references, and document references. The system turnover package is the document-level dossier that backs the CFIHOS data; the CFIHOS data is the structured-tag-level rollup. On brownfield revamp scope, the turnover package covers only the new and modified scope inside the system boundary, while the existing equipment continues under the operator's existing asset master. The package adds a 'Tie-In Reference' section that documents the boundary between new and existing scope, with the existing-side AS-Found drawings, the new-side AS-Built drawings, and the tie-in test certificates. Indian PSU revamps (IOCL, BPCL, HPCL, GAIL) typically require operator concession for any deviation from the AS-Found condition. See the engineering handover workflow.

At handover, the operator bootstraps the SAP PM or IBM Maximo equipment master from the turnover packages: every tagged equipment becomes a functional location and an equipment record, with the datasheet, MTR, vendor O&M manual, and ITR linked as attachments, and the spare parts list seeded as the initial reservation list. CFIHOS data drives the technical attributes. The turnover package is therefore the authoritative source for the asset master at day-one operations.
