A mill test report (MTR) is issued by the mill and certifies the specific heat of material: chemistry, mechanical properties, heat treatment. A material data report (MDR) is the broader data package that may include the MTR plus additional test results from the vendor (hydrotest, NDE, dimensional verification, surface condition, supplementary mechanical testing). Each extracted property is compared against the applicable code tolerances and the project PMS tolerances (which may be tighter than code). Deviations are classified by severity: major (outside code limits, typically requires rejection), minor (within code but outside project PMS, typically concession / waiver review), and documentation-only (missing test data, missing witness signature, incorrect certificate format). Every deviation carries the specific clause reference (e.g. ASTM A312-19 Section 5.1 chemistry table, ASME B31.3 Section 323.3) and the recommended disposition.
