Compliance is mandatory for all refineries, petrochemical plants, gas processing units, LPG / LNG facilities, and petroleum storage terminals under OISD jurisdiction.

No. OISD 118 is restricted-circulation; the full standard is available only to OISD members, MoPNG-recognised facilities, and accredited consultants. This is one reason why no general-purpose compliance software has ever encoded the standard.
