Why is PESO compliance critical for petroleum and explosives facilities in India?

PESO compliance is legally mandatory; operating a petroleum storage facility, an LPG bottling plant, or any explosives-handling operation without a valid PESO / CCOE licence is a criminal offence under the Petroleum Act 1934 and the Explosives Act 1884. Licence lapse can result in immediate facility shutdown by PESO field officers, insurance invalidation, and personal prosecution of the licence holder. Every licence renewal requires a complete evidence pack: current safety device register, hazardous area classification, inspection records, training records, modification log, emergency response plan. For a multi-site operator (e.g. an oil marketing company with 40+ petroleum depots), manual tracking of 40 licence renewal cycles, 10,000+ safety devices, and 50,000+ inspection records is not reliably possible with spreadsheets. Pathnovo automates the entire compliance lifecycle across every site.

How does Pathnovo integrate PESO compliance with IBR and OISD 118?

A typical Indian petroleum facility is subject to three concurrent regulatory regimes: PESO (hazardous areas, safety devices, licences), IBR 1950 (boilers and pressure vessels above IBR thresholds), and OISD 118 (HAZOP and inter-distance for OISD-jurisdiction facilities). The same physical equipment often falls under multiple regimes; a steam drum is IBR-scoped, OISD 118 relevant, and PESO hazardous-area classified all at once. Pathnovo cross-references all three registers with shared equipment master data, so maintaining compliance across all three happens automatically. Equipment added to SAP PM appears in all three registers. Inspection findings from one regime are visible to the others. Audit preparation for one regime pulls evidence from all three. Few competing tools do even one of these regimes; none integrate all three.

What is Pathnovo's approach to PESO licence management for multi-site operators?

Large Indian oil marketing companies (IOCL, BPCL, HPCL, Reliance retail), LPG bottlers (IOCL, HPCL, SUPERGAS, Bharatgas distributors), and aviation fuel operators (IOCL aviation, BPCL aviation) operate 40–500+ PESO-licenced facilities each. Pathnovo provides a consolidated multi-site PESO dashboard: licence validity heat-map, upcoming renewals, open non-conformities by site, inspection calendar, CCOE regional office correspondence log, and consolidated safety device register. Licence lapse risk is visible in real time at corporate level. Individual site compliance rolls up to enterprise compliance automatically.

Can Pathnovo handle PESO compliance for non-petroleum industries?

Yes. PESO / CCOE also licences compressed gas facilities (industrial gas, hydrogen, ammonia, chlorine), chemical plants with Class A / B / C solvent storage, explosives manufacturers and magazines, pharmaceutical plants with organic solvent storage, and fireworks manufacturing. For each, Pathnovo configures the applicable form set (Form XV, Form A, Form B, etc.) and the applicable safety device register (IS / IEC 60079 for gas, specific rules for explosives). Pharmaceutical clients typically combine PESO with 21 CFR Part 11 and GMP compliance; Pathnovo's register integrates with GMP QMS systems where needed.

How does Pathnovo support Chief Controller of Explosives inspections?

Chief Controller of Explosives (CCOE) and Deputy Chief Controller inspections remain physical on-site events, but the documentation review is where most inspection time is spent. Pathnovo prepares the complete documentation pack in CCOE-accepted format: current licence, validity and renewal status, licence conditions with compliance evidence against each, safety device register with latest inspection and test status, hazardous area classification drawing with equipment list, competent person training matrix, modification and MoC log since last inspection, emergency response plan with current drills log, and remediation evidence against previous inspection findings. CCOE desk-review time typically drops from 2–4 days to 4–8 hours per facility.

What is PESO and what does it regulate?

PESO (Petroleum and Explosives Safety Organisation) is the Indian statutory regulator for the safe storage, transport, and handling of petroleum products, compressed gases, and explosives. It operates under the Department for Promotion of Industry and Internal Trade (DPIIT) and is headquartered in Nagpur with regional offices across India. The parent regulatory authority is the Chief Controller of Explosives (CCOE). PESO administers the Petroleum Act 1934, the Petroleum Rules 2002, the Static and Mobile Pressure Vessels (Unfired) Rules 2016, the Gas Cylinders Rules 2016, and the Explosives Act 1884. Every facility storing / handling petroleum class A, B, or C, compressed gases, or explosives requires a valid PESO licence.

How does Pathnovo help with PESO compliance?

Pathnovo provides end-to-end PESO compliance automation: (1) hazardous area classification registers (IS / IEC 60079), (2) safety device registers (PRV / PSV / flame arrester / ESD), (3) licence tracking with renewal alerts, (4) inspection record management, (5) CCOE audit package generation, (6) legacy record digitisation, and (7) cross-integration with IBR and OISD 118 compliance. Licence renewals that used to take 3–6 months of manual preparation now complete in weeks, with evidence chains already in place.

Is PESO the same as CCOE?

They are closely related but distinct. CCOE (Chief Controller of Explosives) is the statutory regulatory authority under the Explosives Act. PESO (Petroleum and Explosives Safety Organisation) is the administrative arm that implements CCOE regulations. In practice the terms are often used interchangeably by industry. PESO licences are issued under CCOE authority. For the purposes of compliance automation, Pathnovo treats PESO / CCOE compliance as one integrated workflow; see also /compliance/ccoe for CCOE-specific automation.

Can Pathnovo process legacy PESO compliance documents?

Yes. This is a common engagement for established petroleum facilities. Legacy PESO records typically include handwritten inspection log books from the 1970s–1990s, typed Chief Controller correspondence, scanned Form XIV and Form XV licences, Excel-based licence trackers maintained by successive plant secretaries, and vendor certification archives. Pathnovo digitises and structures all of it into a single live register with full audit-trail linkage back to source documents.

What PESO licence types does Pathnovo support?

All major PESO / CCOE licence categories: Form XIV (petroleum class A / B / C storage), Form XV (compressed gas storage including LPG / LNG / industrial gases), Form A (explosives import), Form B (explosives storage / magazines), CCOE pipeline approvals, CCOE road tanker approvals, CCOE cylinder licences, LPG bottling plant licences, aviation fuel installation licences. Each licence type has a specific documentation requirement; Pathnovo maintains registers in the exact format required for each.

What is hazardous area classification and how is it related to PESO compliance?

Hazardous area classification identifies zones within a plant where flammable atmospheres may be present, per IS / IEC 60079. Zones are classified 0 / 1 / 2 for gas and 20 / 21 / 22 for dust. Every electrical item in a classified zone must have appropriate Ex certification (Ex d, Ex e, Ex i, Ex n), and every mechanical item (valves, pumps, instruments) must be suitable for the zone. PESO licence conditions require the hazardous area classification drawing to be current and equipment certifications to match the zone. Pathnovo auto-populates the classification register from plant layout data and equipment datasheets, flagging any zone-versus-certification mismatch.

How is Pathnovo's PESO service different from generic compliance platforms?

Generic EHS platforms (Cority, Intelex, Sphera, Enablon) provide action tracking and document management, but do not know about PESO / CCOE-specific forms, Indian hazardous area classification practices, IS / IEC 60079 certification requirements, or state-by-state PESO regional office protocols. They also cannot read PESO inspection reports or vendor certifications as structured data. Pathnovo is the only software that provides end-to-end PESO compliance automation with Indian regulatory depth.

Does Pathnovo help with LPG / LNG facility compliance?

Yes. LPG bottling plants, LNG regasification terminals, LNG storage facilities, and aviation fuel installations carry extensive PESO / CCOE licence conditions. Pathnovo maintains the complete compliance stack: Form XV licence register, pressure vessel inspection register (IBR for IBR-scoped items), hazardous area classification register, ESD system register, flame arrester register, competent person training records, and CCOE inspection correspondence. Indian operators of major LPG bottling networks routinely carry 40–100+ licenced facilities; Pathnovo consolidates the compliance picture across all of them.

What does PESO compliance automation cost?

PESO / CCOE hazardous area classification, safety device register, and licence renewal automation are included on the Scale tier (25,000+ credits/month) and Enterprise. Single-licence registers fit inside Scale's monthly allocation; multi-site operators (e.g. an oil marketing company with 40+ depots) move to Enterprise on 3-year contracts with consolidated multi-site dashboard and bulk historical ingestion. Indian PSU rate-card compatibility available. See our pricing page for full plan details.

How does Pathnovo support PESO licence renewal?

PESO licences have fixed validity (typically 3 years for Form XIV / XV petroleum and gas licences). Renewal requires re-submission of the full compliance evidence pack: current safety device register, inspection records since last renewal, training records, emergency response plan, modification log, and confirmation of no outstanding non-conformances. Pathnovo generates the renewal application package in one click from the continuously-maintained register. Licence lapses become impossible.

Does PESO apply outside petroleum?

Yes. PESO / CCOE regulates any facility involved in explosives manufacturing / storage (Form A / Form B under the Explosives Act), compressed gas storage (Form XV, which covers industrial gases like nitrogen, oxygen, hydrogen in addition to LPG / LNG), fireworks manufacturing, and any industrial process involving listed petroleum products. Chemical plants storing Class A / B / C solvents are PESO-licenced. Pharmaceutical plants with solvent storage similarly. Pathnovo's PESO register works for all of these.
