PESO (Petroleum and Explosives Safety Organisation) is the Indian statutory regulator for the safe storage, transport, and handling of petroleum products, compressed gases, and explosives. It operates under the Department for Promotion of Industry and Internal Trade (DPIIT) and is headquartered in Nagpur with regional offices across India. The parent regulatory authority is the Chief Controller of Explosives (CCOE). PESO administers the Petroleum Act 1934, the Petroleum Rules 2002, the Static and Mobile Pressure Vessels (Unfired) Rules 2016, the Gas Cylinders Rules 2016, and the Explosives Act 1884. Every facility storing / handling petroleum class A, B, or C, compressed gases, or explosives requires a valid PESO licence.

They are closely related but distinct. CCOE (Chief Controller of Explosives) is the statutory regulatory authority under the Explosives Act. PESO (Petroleum and Explosives Safety Organisation) is the administrative arm that implements CCOE regulations. In practice the terms are often used interchangeably by industry. PESO licences are issued under CCOE authority. Yes. This is a common engagement for established petroleum facilities. Legacy PESO records typically include handwritten inspection log books from the 1970s–1990s, typed Chief Controller correspondence, scanned Form XIV and Form XV licences, Excel-based licence trackers maintained by successive plant secretaries, and vendor certification archives. Hazardous area classification identifies zones within a plant where flammable atmospheres may be present, per IS / IEC 60079. Zones are classified 0 / 1 / 2 for gas and 20 / 21 / 22 for dust. Every electrical item in a classified zone must have appropriate Ex certification (Ex d, Ex e, Ex i, Ex n), and every mechanical item (valves, pumps, instruments) must be suitable for the zone. PESO licence conditions require the hazardous area classification drawing to be current and equipment certifications to match the zone. Pathnovo auto-populates the classification register from plant layout data and equipment datasheets, flagging any zone-versus-certification mismatch.

Generic EHS platforms (Cority, Intelex, Sphera, Enablon) provide action tracking and document management, but do not know about PESO / CCOE-specific forms, Indian hazardous area classification practices, IS / IEC 60079 certification requirements, or state-by-state PESO regional office protocols. They also cannot read PESO inspection reports or vendor certifications as structured data. PESO licences have fixed validity (typically 3 years for Form XIV / XV petroleum and gas licences). Renewal requires re-submission of the full compliance evidence pack: current safety device register, inspection records since last renewal, training records, emergency response plan, modification log, and confirmation of no outstanding non-conformances. Yes. PESO / CCOE regulates any facility involved in explosives manufacturing / storage (Form A / Form B under the Explosives Act), compressed gas storage (Form XV, which covers industrial gases like nitrogen, oxygen, hydrogen in addition to LPG / LNG), fireworks manufacturing, and any industrial process involving listed petroleum products. Chemical plants storing Class A / B / C solvents are PESO-licenced. Pharmaceutical plants with solvent storage similarly. Pathnovo's PESO register works for all of these.
