IBR Form IIIA / IIIC Manufacturer Certificate Template (Excel)

Free IBR Form IIIA and Form IIIC template for Indian boilers, mountings, fittings, and steam piping under the Indian Boilers Act 1923 and Indian Boiler Regulations 1950. Covers material, heat number, MTR, hydrotest, welding, and NDT traceability. Or let Pathnovo auto-fill your IBR forms from vendor MTRs in 1 week.

In short

IBR Form IIIA is the manufacturers certificate for a complete boiler, and Form IIIC is the manufacturer's certificate for mountings, fittings, and steam piping, both under the Indian Boilers Act 1923 and Indian Boiler Regulations 1950. The forms record material grades, heat numbers, MTR data, hydrotest, welding qualifications, and NDT records countersigned by an IBR Inspector. Frequently Asked Questions

What is IBR Form IIIA and what is Form IIIC?

IBR Form IIIA is the manufacturer's certificate for a complete boiler under the Indian Boiler Regulations 1950, administered under the Indian Boilers Act 1923. Form IIIC is the manufacturer's certificate for boiler mountings, fittings, and steam piping. Both forms are statutory and must be issued by an IBR Well-Known manufacturer (a manufacturer recognised under the IBR Well-Known scheme) and countersigned by an IBR Inspector. The certificates record material specifications, heat numbers, mill test reports, dimensions, design conditions, hydrotest pressure, welding qualifications, and NDT records for every traceable component.

What columns and data does an IBR Form IIIA template need?

An IBR Form IIIA template needs manufacturer details and IBR Well-Known number, boiler tag and component description, material specification and grade, heat number with mill test report reference and captured chemical and mechanical properties, dimensions (OD, ID, thickness, length), design pressure and temperature, hydrotest pressure and date, welding procedure specification reference, welder qualification reference, NDT records reference, IBR Inspector sign-off and stamp reference, and the despatch certificate reference. Form IIIC adds the same columns for every mounting, fitting, and steam piping spool. See the IBR compliance workflow.

How does Pathnovo auto-fill IBR Form IIIA from mill test reports?

Pathnovo, an engineering document intelligence platform, auto-fills IBR Form IIIA by ingesting the boiler purchase order, the vendor document register, every mill test report, every welding procedure specification, every welder qualification record, and every NDT record. Heat numbers are matched across MTR, fabrication records, and the as-built component list, and the form is populated with full traceability. Missing chemical composition, missing mechanical properties, or unmatched heat numbers are flagged for vendor correction. Typical Form IIIA preparation drops from 4 weeks manual to 1 week auto-prepared. See the mill test report automation.

How does the Indian Boiler Regulations 1950 relate to the Indian Boilers Act 1923?

The Indian Boilers Act 1923 is the parent statute that regulates boilers across India to ensure safe operation. The Indian Boiler Regulations 1950 are the subordinate regulations under the Act that prescribe technical requirements: material specifications, design requirements, fabrication and welding requirements, testing, inspection, and the statutory forms (including Form IIIA for the boiler and Form IIIC for mountings, fittings, and steam piping). The Act creates the IBR Inspector regime and the Well-Known manufacturer scheme. The Regulations operationalise the Act with the technical detail used during manufacture and inspection.

What is the difference between IBR Form IIIA and Form IIIC?

Form IIIA is the manufacturer's certificate for the complete boiler as a single piece of pressure equipment (drums, headers, tube bundles, economiser, superheater). Form IIIC is the manufacturer's certificate for boiler mountings (safety valves, gauge glasses, blowdown valves), fittings, and steam piping fabricated to IBR. The two forms travel together: a complete boiler arriving at site needs Form IIIA for the boiler itself and Form IIIC for the steam piping spool and the mountings supplied with it. The template supports both via a single column structure with a form-type discriminator.

When is IBR Form IIIA issued, manufacture or commissioning?

IBR Form IIIA is issued at the end of manufacture, after final hydrotest at the manufacturer's works, after NDT acceptance, and after IBR Inspector witness and sign-off, but before despatch to site. The form travels with the boiler in the despatch dossier. At site, the boiler is registered with the State Boiler Inspectorate, the State Boiler Inspector conducts site hydrotest and witness, and the boiler is registered for operation. Form IIIC for mountings, fittings, and steam piping follows the same manufacture-to-despatch cycle for each component or spool.

How do IBR Forms IIIA and IIIC feed plant handover and operations?

IBR Forms IIIA and IIIC are mandatory documents in the boiler handover dossier delivered by the EPC contractor to the owner-operator. They feed three downstream workflows: site registration with the State Boiler Inspectorate before first firing, statutory annual boiler inspection by the State Boiler Inspector, and any future repair or alteration under IBR Form VI (Repair Certificate). The owner-operator must retain the IBR forms for the operating life of the boiler. The checklist cross-references the vendor document register and the boiler purchase order so traceability is preserved through handover.
