A tag-document register is a structured map of every engineering tag (instrument, equipment, line, valve) to every source document that references it (P&ID, isometric, datasheet, HAZOP study, mill certificate, vendor data book, MDR), revision-tracked and queryable. It is distinct from an MDR (Master Document Register), which lists documents only without tag traceability, and from an asset register, which lists tags only without document linkage. No. An MDR (Master Document Register) lists documents with metadata (number, title, revision, status, transmittal). A tag-document register additionally maps every tag in those documents to the documents that reference it. The MDR answers 'what documents do we have?'; the tag-document register answers 'which documents reference this specific tag?' Both are usually maintained side by side; the tag-document register depends on the MDR but adds the per-tag traceability that the MDR cannot provide.

Three reasons. First, audit defensibility: regulators (Chief Inspector of Boilers, MoPNG, OISD, PESO, CCOE, ASME stamping authorities) require provenance for every safety-critical tag from heat number through mill cert through datasheet through P&ID through HAZOP. Without tag-document traceability, every audit becomes a paper search. Second, change management: when a P&ID revision adds or removes a tag, every downstream document referencing that tag needs review; without a tag-document register, those downstream impacts are missed routinely. Third, handover quality: at EPC-to-owner-operator handover, the owner-operator needs to query 'show me everything you have on instrument PT-101', and that query needs to return P&ID + datasheet + line list + HAZOP + mill cert + vendor data book references in one shot. The MDR cannot do that.
